Dr Obafemi Hamzat, Lagos State Deputy Governor and All Progressives Congress (APC) governorship candidate for the 2027 election, has unveiled a 100-point manifesto outlining his development agenda for the state, with promises to improve infrastructure, healthcare, education, transportation, security and economic opportunities.
Hamzat presented the manifesto, titled “The Lagos Promise (Ileri Eko)”, at the Wole Soyinka Centre for Culture and Creative Arts, formerly the National Arts Theatre, in Iganmu, Lagos, on Friday.
The document, organised around seven pillars, contains 87 firm commitments and 13 aspirations, which the candidate said would guide his administration if elected governor.
The pillars cover people-first governance, renewal, opportunity, government efficiency, inclusion, security and resilience, and everyday dignity.
Unveiling the agenda under the campaign theme, Lagos, Forward Together, Hamzat said his ambition was to build on the achievements of successive administrations while addressing emerging challenges and creating opportunities for residents.
He pledged to establish a Child Protection and Nutrition Agency, a Service Delivery Office and a State Wealth Fund within the framework of his proposed first 100 days in office.
The proposed service delivery office would monitor the implementation of government commitments, while an independent board would oversee the wealth fund, with its accounts made public.
On healthcare, Hamzat promised to upgrade 100 primary healthcare centres, expand maternal and child healthcare facilities from 10 to 15, recruit more medical personnel and deliver two new general hospitals at Ogombo and Ibeju-Lekki.
He also pledged to expand health insurance coverage and complete ongoing hospital projects, including the Massey Children’s Hospital, Ojo General Hospital and Somolu General Hospital.
In education, the APC candidate promised to strengthen the EKOEXCEL programme in public primary schools, improve teachers’ welfare and training, expand technical and vocational education, and pursue the establishment of a University of Medicine and Health Sciences.
On transportation, he promised to increase the public bus fleet from 1,000 to 4,000, extend the Blue Line rail service to Okokomaiko and advance the Green Line project linking Marina to the Lekki Free Trade Zone.
He also pledged to activate the Fourth Mainland Bridge project, improve water transportation and accelerate road construction along the Lekki-Epe corridor.
To address unemployment, Hamzat proposed practical workplace training for vocational and technical school students, support for small businesses, easier access to credit and skills certification for artisans.
He further promised affordable housing through mortgage arrangements featuring a 10 per cent deposit, single-digit interest rates and extended repayment periods.
On security and environmental management, he pledged to expand neighbourhood safety operations, street lighting and CCTV coverage, while targeting 95 per cent waste collection coverage and strengthening flood prevention.
Hamzat said his administration would publish performance scorecards to enable residents assess progress against the manifesto’s commitments.
He urged Lagosians to scrutinise the document and hold him accountable for its implementation, stressing that his proposed government would prioritise measurable results, transparency and inclusive development.
